In the Bhagavad-gita, Lord Krishna describes how the naradhama, or the lowest among mankind, do not surrender unto Him. Even if they hear that He is the Supreme Personality of Godhead, the detail behind the abstract conception of a supreme being, they choose to find their own path towards transcendence. They fail miserably in this endeavor, and since they received the chance to know Krishna and serve Him, they are considered worse than the middle tier class of men, who may not know any better.
